WHO THE UK ETS REGULATIONS APPLY TO

The UK ETS applies to:

·       energy intensive industries

·       the power generation sector

·       the civil aviation industry

UK ETS in Aviation

Aircraft operators are required to comply with the UK ETS for:

  • UK domestic flights

  • flights between the UK and Gibraltar

  • flights from the UK to EEA (European Economic Area) states

Installations

Regulated activities which cause greenhouse gas emissions must comply with the UK ETS.

This includes the combustion of fuels on a site where combustion units with a total rated thermal input exceeding 20MW are operated. Installations where the primary purpose is the incineration of hazardous or municipal waste are exempt.

Hospitals and Small Emitters (HSEs)

A small emitter is an installation with emissions lower than 25,000t of co2e per year, and a thermal capacity below 35MW.

Hospitals, along with these small emitters, have emissions targets instead of allowance surrender obligations.

What does CO2e mean?

CO2e means ‘carbon dioxide equivalent’. It is a measurement of total greenhouse gas emissions, expressed in terms of the equivalent amount of carbon dioxide.

Ultra-small Emitters (USEs)

Ultra-small emitters are eligible installations with emissions lower than 2,500t of co2e per year.

USEs must monitor their emissions and notify their regulator if they exceed the USE threshold. They don’t need to hold a permit.
